At Construct Building Services Ltd, we act as Principal Contractor under the Construction (Design and Management) Regulations 2015 (CDM 2015) — a legal duty that places us at the centre of safety leadership for every construction project we manage.

We hold ultimate responsibility for planning, managing, monitoring and coordinating health and safety during the construction phase. This includes oversight of all subcontractors, coordination of work activities, and ensuring the welfare of everyone on site — including visitors, the public, and our clients.

We implement a full Health, Safety & Welfare Policy, which is reviewed at least annually and developed in partnership with our external safety consultant, Wendy Hall Tech IOSH of ETR H&S Services Ltd.

Our Duties as Principal Contractor

As defined under CDM 2015, Construct Building Services Ltd is legally responsible for:

  • Creating and managing the Construction Phase Plan (CPP)
  • Ensuring effective risk assessments and method statements (RAMS) are in place
  • Planning and programming work safely, including sequencing high-risk operations
  • Ensuring all subcontractors and trades have the skills, knowledge and experience (SKE) to work safely
  • Managing site inductions and regular toolbox talks
  • Coordinating safe site access, deliveries, and waste removal
  • Maintaining suitable welfare facilities from project start to finish
  • Enforcing site rules, PPE, and high-risk permit-to-work systems
  • Preventing unauthorised access and securing the working area
  • Monitoring and auditing on-site practices to maintain safe operations
  • Cooperating and communicating with the Principal Designer and Client
  • Reporting incidents, dangerous occurrences and ill health under RIDDOR 2013

Workforce Vetting & Training

We ensure a fully qualified, competent and vetted workforce:

  • All employees and subcontractors are Enhanced DBS Checked (required for education, healthcare and public sector environments)
  • Mandatory site-specific inductions for all personnel
  • CSCS / ECS cards and role-specific certifications checked and recorded
  • Training in working at height, manual handling, fire safety, first aid, asbestos awareness, electrical safety, and equipment use
  • Ongoing toolbox talks, refresher training and legislative updates
